Lingenfelter Environmental Consulting, LLC (LINEC) provides site assessment and remediation services in the states of Massachusetts, New Hampshire and Rhode Island, but primarily focuses on obtaining work at properties located in the Northeastern Massachusetts/Merrimac River Valley area.  As a small business, LINEC strives to provide professional services customized to the specific needs of each individual client.  Because of LINEC‘s low overhead costs, services can often be provided to both residential property owners and small business owners in cases where many of our competitors declined to provide services (without insurance coverage).  Similarly, LINEC provides competitive pricing to commercial/industrial clients.  LINEC also prides itself on providing a quality work product and general liability as well as professional errors and omissions insurance coverage.  LINEC‘s Manager and Principal Hydrogeologist George G. Lingenfelter, is a Massachusetts Licensed Site Professional (LSP) and Professional Geologist (PG) with over twenty (20) years of professional experience in all phases of environmental site assessment and remediation.

LINEC is open to exploring creative ways to provide environmental consulting services such as working together with client managed construction crew personnel and equipment and only providing LSP opinions and electronic submittals to DEP (direction and guidance to the extent possible and in conformance with applicable health and safety regulations; some remedial activities require the services of licensed subcontractors; most remedial activities require the collection of environmental samples by a trained professional).  This type of arrangement may be able to save a client considerable expense by utilizing existing personnel and equipment (or their own subcontractors with which an existing business relationship and/or association exists) and only retaining outside LSP services.  Most environmental consulting companies utilize subcontracted services for tasks such as drilling, excavation and contaminated soil recycling/disposal.  Additionally, most environmental service companies mark up the cost of these subcontracted services a minimum of 15 to 20% but may mark up these expenses as much as 50 to 100%.  One of the ways LINEC attempts to minimize our clients remediation costs is to provide our clients with the option of paying for selected subcontractor services directly.  When a client opts to have LINEC coordinate payment for subcontracted services, those services are only marked up 15%.

LINEC provides a diverse selection of environmental consulting services to both residential property owners and commercial/industrial businesses, but specializes in providing third party representation and independent review of site assessment and remediation services either currently or previously provided by other environmental professionals (technical peer review).  Because multiple parties (potential buyer, previous property owner, adjacent impacted property owner, municipality in which the property is located or an insurance company responsible for an environmental claim) often have an interest in a larger commercial/industrial property at which environmental site assessment and remediation services are being performed, having independent third party representation at major decision making mile stones or present during the implementation of significant response actions, is a prudent business practice to protect third party interests.  Additionally, as the owner or operator, or an attorney representing the owner/operator of a contaminated property, questions often arise as to whether or not all recommended remedial response actions are necessary or are being performed at reasonable costs.  Retaining an independent opinion can not only provide peace of mind, but can often result in significant savings by eliminating unnecessary response actions and/or prompting an environmental services contractor to reduce quoted/estimated costs.

Commonly, residential property owners and small business owners are unexpectedly thrust into a situation where they may be facing the possibility of civil or criminal liability due to the discovery and/or occurrence of a reportable release of oil or hazardous material.  LINEC is always willing to provide a client with sufficient information to understand the available options to manage an environmental condition.  LINEC provides its residential and commercial/industrial clients with plain language explanations and guidance through the complicated regulatory compliance process.
